Instructions for Entry to the Third Belt and Road Initiative Short Video Competition

Ⅰ. A Brief Introduction to the Event

The third "Belt and Road Initiative Short Video Competition", is co-hosted by China Public Diplomacy Association, News Center of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and Global Times Online (Huanqiu.com).

With the theme of "Share opportunities for a splendid future", the event is aimed at inviting constructors and participants of the Belt and Road Initiative (BRI) as well as people of countries along the routes of the BRI to create short videos to show new development opportunities brought to individuals and countries by international cooperation against the backdrop of the post-pandemic era and tell stories of people-to-people bonds and how countries pull together through adversity and jointly create a bright future through international cooperation.

In an effort to encourage more people at home and abroad, especially teenagers, to participate in the competition and make BRI better known around the world, the event will have a competition zone in China and several overseas competition zones in Africa, America, Southeast Asia, Central Asia, and other regions. Further notice will be given about detailed arrangements in overseas competition zones.

Time for Submission: From 12:00 on June17, 2021 to 12:00 on August 27, 2021.

Time for Voting: From 12:00 on September 6, 2021 to 12:00 on September 12, 2021

Time for Evaluation by Experts: From September 13, 2021 to September 18, 2021

Announcement of Results: September 27, 2021

Award Ceremony: Tentatively scheduled to take place on November 2021

Ⅳ. Participants

Builders of the BRI and people of countries along the BRI routes.

Ⅴ. Detail Requirements for Entries for the Competition and Participation in the Event

1. Content of Videos

The videos are expected to, from the perspectives of local people of countries participating in the BRI and builders in BRI projects, record and tell stories of international cooperation under the framework of the BRI and the changes brought by the initiative to individuals and economic and social development of countries along the routes of the BRI. It's hoped that true stories and friendship between foreign friends and China can be shared through these short videos.

2. Sources of Videos

All short video works in line with the theme of the third edition of"Belt and Road Initiative Short Video Competition" and haven't been submitted to the first and the second editions of the competition can participate in the competition this year. Short videos that have participated in the previous editions are not qualified for this year's competition, so please do not resubmit them this year.

3. Formats of Videos

The length of the short videos should be about 60 seconds. The resolution of the videos should not be lower than 1280 × 720, and the format of the works should be MOV or MP4. It's highly recommended that the videos are recorded in landscape mode. If the people in the videos speak foreign languages instead of Chinese, please add accurate Chinese subtitles accordingly.

4. How to Participate in the Competition?

Step 1: Participants post their short videos on Kuaishou and any of the video platforms such as Chinese video platforms TikTok and Bilibili as well as overseas platforms Facebook and YouTube, with the hashtag "WorldKaleidoscope".

Note: Since Kuaishou is the exclusive voting platform of this year's competition, all participants must post their works on Kuaishou. Meanwhile, spreading of the short videos on other platforms will also be given consideration during evaluation.

Step 2: After completing Step 1, send a compressed file including the original video, entry form as well as an Excel document containing an introduction to the video, to the e-mail address video@huanqiu.com.

Note:

(1) If a participant has more than one video, please send a compressed file including all the original videos, entry forms as well as introductions.

(2) The file name of the original video and introduction shall be the same as the name of the work in the entry form.

For example, if the name of the video in the entry form is Change, then the original video and the Excel file containing introduction to the video shall also be named Change.

(3)After the compressed file is sent to the designated e-mail address, the Organizing Committee will notify participants within 3 working days regarding whether they have successfully signed up for the competition.

5. Intellectual Property Issues Concerning Entries

Participants in the competition must pay close attention to the intellectual property rights (IPR) over the fonts and the copyright on the music used in their videos. Once an infringement of IPR is found in a video, the organizers of the competition have the right to disqualify the work from the competition.

6. Other Information

Ⅵ. Awards

The following awards will be given to participants for their works: Integration of Civilizations Award, Creativity Award, Public Benefit Activity Award, Popularity Award, Anti-epidemic Award, The Most Beautiful BRI Co-builders Award, Voice of the Generation Z Award, The Best Technology Award, ExcellentWork Award, Outstanding Organizer Award and Excellent Video Maker Award.

Note: Each video can only be granted one award.

Ⅶ. How will Winners Be Selected?

1. The winners will be selected through two steps: public vote and grading by senior experts. Internet users can vote for the short videos they like on Kuaishou, the exclusive voting platform of this year's event. The top 100 entries in terms of the number of votes they get will enter the list of works to be evaluated by senior experts from media outlets and organizers of the competition.

2. The number of votes, likes, comments and views a video gets will be taken into consideration while experts grade it.

3. The result of public vote and the grade given by experts will account for 30 percent and 70 percent, respectively, of the final score of a work.

4. Winners of Popularity Award from overseas competition zones will be decided according to the number of views of videos posted on Facebook with the above-mentioned hashtag. The award will go to the five most-viewed videos.

5.Outstanding Organizer Award will be selected according to the number and quality of videos submitted by one unit.

6. The Organizing Committee will award the winners with certificates, trophies and other prizes.

Ⅷ. Award Ceremony and Press Conference

After the results of the competition are announced, the Organizing Committee will invite officials from China Public Diplomacy Association, SASAC News Center, foreign embassies in China, and experts and heads of media outlets to present the prizes to the winners. Reporters from Chinese and foreign mainstream media will also be present at the ceremony to cover the competition. The award ceremony is scheduled to be held in November 2021.
